The council is an administration accompanying a country (the government) or the administrative agencies such as local governments or one of the names of the consultative body of a representative system established at the private organizations voluntarily in Japan.
When it is put in the administrative agency, I tend it to be organized and devise an important policy line about administration as a nation participation engine supplementing parliamentary democracy concerned, and giving advice tends to be aimed at reporting it when I give specific disposal.
